The Miqat Urban Centre development in Madinah is a distinctive development project in Saudi Arabia. Its religious, historical and cultural significance calls for a high degree of integration between planning, design, infrastructure, transport, circulation, utilities and services, while preserving the site’s identity and character.

In recognition of its technical and management capabilities, Radian was invited to a limited tender for a two-year Project Management Consultancy (PMC) and supervision contract for the Madinah Region Development Authority, covering the various stages of project management and development. Following tendering and evaluation, Radian was among the leading candidates to manage the project before the client deferred the procurement, with a view to retendering it in the future.

The invitation is significant given the breadth and complexity of the project manager’s responsibilities. The scope encompasses project and overall programme management; review of the master plan, studies and designs; management of planning, schedules, costs, contracts, risks, quality and change; value engineering; stakeholder management; coordination with government authorities and utility providers; and oversight of infrastructure, transport, circulation and pedestrian works. It also includes construction supervision, testing, operational readiness, acceptance, handover, and asset and facilities management.

Delivering these responsibilities requires a multidisciplinary consultancy team comprising dozens of leadership and technical specialists in project management, planning, cost management, contracts, risk, quality, urban planning, design, infrastructure, heritage sites, asset and facilities management, and Building Information Modelling (BIM). This reflects the institutional capability and experience required to lead a project of such sensitivity and importance.
