In one of Radian’s major nationwide projects in Saudi Arabia, the company provided Project Management Office (PMO) services for operation and maintenance projects across all National Water Company business units. The programme comprised approximately 360 O&M contracts across 20 business units covering all regions of the Kingdom and extensive assets including water, pumping and treatment plants, reservoirs, and water and wastewater pipelines and networks.

Radian managed, reviewed and developed the operation and maintenance framework; assessed contract efficiency, gaps and performance indicators; reviewed technical reports and analysed results; issued recommendations and improvement measures; monitored business-unit and contractor performance; and developed governance procedures and standardised working methods to improve operational efficiency and performance and support management decisions.

Radian also designed and developed an interactive dashboard linked to performance data and indicators. It provided a central tool for monitoring business units and contractors, analysing data and trends, tracking indicators and challenges, and accelerating access to information and decision support. The scope also included establishing and developing asset databases and operation and maintenance records.

In recognition of Radian’s technical and managerial capabilities, National Water Company commissioned the company to establish and develop the strategic and organisational reference framework for maintenance nationwide through three main deliverables: (1) the comprehensive Strategic Maintenance Management Plan (SMMP), (2) the Standard Operating Procedures Manual (SOPM), and (3) the Standard Maintenance Manual (SMM).

This assignment is particularly significant because it relates to a broad portfolio of O&M contracts and assets throughout the Kingdom. It informs future programmes, resources, budgets and expenditure; standardises working methods and procedures; strengthens governance and spending efficiency; and improves performance, reliability and sustainability. Together, these deliverables form a unified technical framework and reference for managing operation and maintenance across Saudi Arabia.

Radian received an exceptional performance assessment of approximately 97% from National Water Company, reflecting its performance in managing and delivering this large-scale national project.
