Technical Support and Supervision of Flood Risk Mitigation and Stormwater Drainage Projects

Trust began with a specialised flood-risk mitigation project and culminated—with ministerial approval—in expanding Radian’s scope to encompass all projects and initiatives of Al-Qassim Municipality.

An integrated consultancy framework extending from flood-risk studies and hydrological and hydraulic modelling, through engineering design, to construction supervision and the management of protection and stormwater drainage projects.

Radian Engineering Consultants delivered an integrated programme of specialised technical and engineering support to Al-Qassim Municipality. The scope included studies, designs and supervision for flood-risk mitigation and stormwater drainage projects; hydrological, hydraulic, geotechnical and geophysical studies; surveying and topographic works; assessment of wadis and drainage networks; hydrological and hydraulic modelling; and preparation of designs, drawings, technical specifications, bills of quantities and construction documents.

Radian’s role extended to technical supervision and construction management; review and approval of shop drawings and materials; quality control; monitoring of programmes, progress and payment certificates; management of utility conflicts and diversions; coordination with government and utility authorities; and documentation of project data and deliverables linked to geographic information systems (GIS).

The project also included technical support and supervision for a stormwater drainage scheme using deep tunnels extending to depths exceeding 60 metres below ground level and with diameters of up to approximately 3.5 metres, reflecting the advanced engineering nature of the works and the technical and construction challenges associated with excavation, tunnelling and deep infrastructure.

The project further included technical support and supervision for a number of high-capacity primary and secondary stormwater pumping stations. The design capacity of the main station exceeded 2.4 million cubic metres per day as part of an integrated system intended to enhance stormwater drainage efficiency and protection against flood risks and inundation.

The significance of this experience lies in combining deep tunnels, high-capacity pumping stations, stormwater drainage structures, electromechanical works, and operation and control systems within an interconnected infrastructure system. This required a high level of technical coordination, quality control, risk management and construction monitoring in a complex delivery environment.

This experience demonstrates Radian Engineering Consultants’ capabilities in supervising and managing complex, specialised infrastructure projects and in handling deep works and multidisciplinary systems, supporting its ability to provide integrated consultancy services for flood protection, stormwater drainage and major urban infrastructure projects.

This capability culminated in high-level institutional confidence: the competent committee approved, and the Minister of Municipal, Rural Affairs and Housing endorsed, the expansion of Radian’s assignment to include all projects and initiatives of Al-Qassim Municipality without any increase in professional fees. The scope therefore expanded from a specialised flood-risk mitigation and stormwater drainage project to a broad portfolio encompassing infrastructure; roads, bridges and tunnels; asphalt works, footways and lighting; buildings, facilities and municipal services; urban and town planning; landscape works, parks and green spaces; development and rehabilitation of public facilities and sites; and the resolution and diversion of utility conflicts. It also included studies, designs and technical reviews; supervision, construction management and quality control; technical and digital support; geographic information systems (GIS); and management and documentation of project data and deliverables.

Al-Qassim Municipality documented this experience through an official letter of thanks and appreciation, commending Radian’s performance, engineering and technical expertise, cooperation and responsiveness in addressing project challenges, within a professional relationship spanning seven years and work on major projects with a combined value exceeding SAR 6 billion.
